Effects of Texas power outages Due to February’s record-low temperatures, millions of people across Texas, including the Rio Grande Valley, were left without power for several days. From meals cooked on the grill to game nights lit by candles, people found ways to cope with the adverse weather. Many plants also froze during the storm.
